Newly built gaming computer is slow and has low fps

I just built my gaming PC rig and it overall slow on everything. The startup takes less than 30 seconds though, but everything else is ridiculously slow.

OS: Windows 10
Case: Corsair 750D(Used)
Processor: Intel i5-4690k
CPU Cooler: H100i GTX
RAM: Kingston Technology HyperX Beast Series 16GB 1866MHz DDR3(Used)
Mobo: ASUS Maximus VI EXTREME
SSD: Crucial MX100 256GB SATA
HDD: Seagate 3TB Desktop HDD SATA 6Gb/s 64MB Cache
GPU: EVGA GeForce GTX TITAN X Superclocked 12GB GDDR5 384bit SLI(Both used)
PSU: EVGA SuperNOVA 1600 P2 80+ PLATINUM
Monitor: ASUS PG278Q ROG 27"(Used[G-Sync enabled, WQHD, 27", 144 hz, 1 ms])

I am not sure if I built it correctly. It was my first time building a PC.

I do not know if it is a hardware or software problem. I'm pretty sure it is a software problem, as I have done some tests on everything(such as checking CPU temps and GPU temps, clock speeds, etc.)

Problems:

  • I have a pretty low amount of FPS on all games. The FPS will drop like crazy and stutter a lot.
    When I go to close a window, it actually closes, but the window is still there and stays there for a long time and will block the screen.

Things I have tried:

  • Reinstall Windows 7
    Reinstalling Windows on HDD
    Putting power settings on performance
    Updated the drivers
    Turned off integrated graphics
    Use 1 GPU(both were tested)
    Installing Windows 10
    Updating the motherboard's drivers
    Updating Windows
    Removing any dust from GPUS
    Checking CPU and GPU temps

Make sure that your monitor is plugged into your GPU (just in case) and make sure all of your drivers are up to date. Check if your GPU is throttleing and your case has enough airflow. Use evga precision x to check gpu temps and realtemp for your CPU.

Check the power options from the control panel. Put it on "high performance" and if that isn't the problem, follow the next step.
Download MSI Afterburner and check GPU clock speeds and temps. They should rise significantly when playing a game. The CPU speeds too but not as much. Because the GPU is used, the previous owner might have played with the settings and set a lower clock speed.

Thank you for responding! I am new to computers and am not sure about some things.

My monitor is plugged into one of my GPU's. I believe my drivers are all up to date, but I used the CD's to install the drivers for my motherboard. My graphics card drivers were installed by Nvidia's program. Should I install all my drivers off the internet?

My GPU temp is around 67 degrees Celsius. I have pretty good airflow in my computer, as it is quite large and has multiple fans.

I do not know what GPU throttling is. Would you kindly explain it to me? Thank you.



I just put it on high performance and will test it. My computer is also running slow as well. It is kind of sluggish and after a program closes, the window is still there for a short period of time.

Can I use EVGA Precision X instead of MSI Afterburner?

yes either program will work i use precision x.

yeah you should probably get new drivers online

throttleing is basically when a GPU or CPU get over a specified temperature they lower their clock speed and slow down.

Run malwarebytes and ccleaner just in case you have something bad and check task manager to see if anything is using your processing power.

I tested out many games, and the GPU speed and temp is not going up at all.

Then my best quess would be that your GPU is underclocked. Simply overclock it back to its defaults.

How do I overclock it back to its default? Also, would this also fix that my computer is really slow?

My friend was an online friend. He doesn't really know what is wrong either. I also don't think it is the problem, because my computer overall is really slow.

check CPU temps and if they are fine and GPU temps then im not sure what the problem might be other than drivers. Try booting in safe mode and see if your PC runs smoothly. Make sure that your power is properly split between your components and you dont have too many on 1 lane, that could be an issue.

How to overclock simply:
Open Msi Afterburner
2.Set voltage to 100%
3.set base clock to 1127
4.set boost clock to 1216
5. You're done.
6. if you have trouble, there are many youtube videos showing how. Just search on how to overclock.

It definitely wasn't an overclocking problem. There were no differences between oc and normal : /

I believe it is a driver problem, even though I just checked for the latest drivers in everything. The only problem I have is getting the H100iGTX cpu cooler driver(installing Corsair Link apparently does nothing).

I'm going to try to boot it into safe mode.

I haven't tried it with one GPU, but does having more than one GPU affect overall computer speed? My PC has windows open and close pretty slowly(10 seconds to close Google Chrome, 10 to open it up).

I don't really know much about PC's. I'm just hoping that this is an easy fix so I can start playing my games D: Thank you for responding btw.



My CPU temperature is around 30-40 degrees Celsius constantly, and there are no problems with GPU temps I believe(They hover around 50 degrees Celsius and will go max to like 75 degrees Celsius).

My computer runs the same in safe mode.

I don't really understand what you meant in your last sentence. I didn't really know what was happening when my friend built the computer(I'm honestly really bad with computer hardware/software). Can you explain what you mean? Sorry for not knowing anything.

Also, do you guys know if it is normal for Nvidia Control Panel to take forever to load? After I try to open it up or save some settings, it takes forever.

You could try what's suggested.I'm trying to makew sence out of this.

Are all parts used?
Does the motherboard have the latest bios?
Is XMP enabled in the bios?
Tried all latest drivers from the motherboard site? Start with the chipset drivers after that the rest.
Tried the latest drivers from Nvidia? Maybe even remove the current ones with DDU before installing again.

I reinstalled video drivers after removing them and it did not fix the problem.

I have the latest mobo drivers already(I checked online).

Not entirely sure, but I think all the parts are being used.

Should xmp be on or off? I just turned it on.

Using only 1 GPU doesn't seem to help at all. The fps honestly stayed the same.

You don't say anything about the bios,with cpu-z->mainboard tab can you check which bios is on the motherboard.

About XMP,it should be enabled to make sure the ram is working at rated specs.You can check the ram with memtest86+ if you want,make a bootable cd and give it a few passes,maybe something for the night.

Tried installing windows on the hdd? See if it makes a difference.

Just "updated" it. Was the same version as before.

I checked the RAM and it was okay on Windows Ram checker thing. Windows found no error.

I also forgot to mention that the fps is in games is general around a certain amount (not 30 or 60) and will not really change even if the game''s settings are lowered or if the resolution is turned down.

I just installed Windows 10 on it to see if the Operating System made a difference. Sadly, it didn't.



I borrowed two sticks of ram from a friend and it made no difference. I also tried installing on my hdd and it didn't work either.

My computer runs the same in safe mode. Previously, I said it ran fine, but it basically runs the same.

With this i meant that they weren't new.Looking at your answer again made me wonder if you got that.



I'm thinking about the motherboard being the culprit at this moment.Being an older motherboard with the older chipset and changing most other parts (that matter) does it seem to be the one that's left.
All drivers for the motherboard are the latest? Starting with chipset drivers,then the rest.

Yeah, I'm sorry. I didn't understand your question. No, not all the parts are used. The things that are not used are the cpu, motherboard, psu, and storage. Sorry about that.

I updated the motherboard's drivers with no success. I had already updated the BIOS as well. :/
