PSU starts without motherboard connected or paper clip

Context for issue:

A few days ago, my PC started turning on whenever it was plugged into the mains, without pressing the power button. Not sure if it's related, but it was straight after I did a power cycle to reset my LAN to sort out my internet.

BIOS wouldn't post until I pressed the power button and waited for a few seconds (while the internal lights and fans were already on). Sometimes, the PC would restart several times during this process, but usually I would end up at my desktop and be able to use my PC as normal.

The last time I tried, the PC continually restarted (mostly same routine as before - turned on by itself when mains was turned on, had to press power button to get BIOS post, then it didn't progress to desktop).

So, first thing I did was try a paper clip test to see if my PSU was working. Paper clip into the pins, turn on the mains, PSU fan starts spinning. Great.
But then I tried it without the paper clip, and the PSU fan still started when I turned on the mains. All cables disconnected at the PSU except the 24-pin connector, and that one wasn't connected to the motherboard.

As I understand, this shouldn't be happening, so does this confirm that my PSU is the issue? Are there any solutions to resolving this, or will I just have to replace it? As far as I know the capacity of my PSU should be fine for the parts I have installed.

Motherboard - Gigabyte Z87X-D3H
GPU - Nvidia GTX 970
CPU - i5 4670k
RAM - 8GB Corsair Vengeance
