cpu multiplier will not down clock

i have a amd phenom 2 1045t on an asus 990fx pro motherboard and the multiplier in idle is stuck at 13.5 is that ok? should it be lower? and my cpu temps are between 77f and 86f in idle. anything i am missing? cool and quiet is on.
 
Solution
Yup, 13.5 x 200 = 2700, the base clock of the 1045t. The multiplier should go up to 16.5 when you're using applications that use between 1 and 3 cores.

well bios always says 10 f higher
but yea never raises much more even at 80+ usage and my max temps been around 115f
using the heat sync that came with my amd phenom 9500 htpc and added an arctic 80mm fan to it
