My computer sits on my desk which has shelves above it. The clearance is only 19 inches, so I don't want it to sit right up against the bottom of the shelf. I need a case that will supply me with good airflow and is under 17 (or around) inches tall. I also need 2 2.5" drive bays and a video card length support of 12.5 inches. I also need it to be ATX compatible and be under or around $70. Thanks a lot!

The COrsair Carbide Air 540 is under 19 inches and has great air flow. Have you considered that one?

That will make a difference. I will see what I can find. Probably have to do a miniATX/ITX build.

why do you need 460mm gpu length?
that means you need a case thats longer than it is tall as 17 inches is about 430mm

You have a standrad ATX board? That might make it harder to find a case that is under 17" tall as you have to account for the PSU, board and fans.

Honestly that Sentey doesn't have anything different from the one I linked. Never really heard of them except they might have a cheap line of PSUs.
Up to you but I can say that from building in the Corsair line of cases they offer good features and air flow. I personally have a 500R and my wife uses a 300R.
