Trouble Formating RAW Flash Drive

I am trying to dual boot my computer with Windows 8.1 and Ubuntu Linux I have the iso for Ubuntu downloaded and I used a utility to create a boot disk from a flash drive but my system wouldn't recognize the drive so I was going to try the utility again to make sure an error didn't occur the first time but I've tried several ways to format the drive but I can't get it to format I've used Disk Management and the command line tool diskpart to wipe it completely and create a new partition but it still shows it as a RAW format drive and will not let me format it. So I would appreciate any ideas on how to get it formatted.
 
Solution
1. I've had such RAW drive/partition issues that slowed the partition without a drive letter. If that's how you see it, assign a letter from the Widows Disk Manager... and that may solve it.

2. With Universal USB Installer UUI you don't necessarily need a USB flash drive... you can use a HDD partition as installer, to boot from it in Live Mode or to install Ubuntu. The application has a box that says; "Now Showing all Drives (BE CAREFUL)"... mark that box and all available drives and partition letters will become available to use as a OS installer. Then to boot from that partition, mark it as Active and it will boot to run in Live mode or as installer.

Warning: The only iconvenience is once you move the Active partition to the Ubuntu installer partition, you have to install Ubuntu to regain access to Windows, otherwise you cannot logon to it until you make it’s partition Active from the Windows Automatic Repair options which may be readily available from the Advanced Boot Options, or from the Windows disk Automatic Repair or from a Rescue and Repair Live CD like Hiren’s Boot CD or Ultimate Boot CD...
