Question regarding hard disk partition and windows installtion

I purchased a new motherboard and cpu today but I have been having problems with booting my current hard drive on the new motherboard (I'm using the hard drive now). So basically my current hard drive works but not for my new motherboard. I've come to the conclusion that I need to re-install windows on the hard drive whilst it's plugged into the new motherboard and cpu so I made a bootable windows 8.1 usb. But before I go ahead with this, I just want to know if I can save some files from the current hard disk before I reinstall windows on it with the new motherboard? From the little information I know, I heard you can make a new partition on the hard drive and put the files I want to save on that partition so after I have re-installed windows, I can access the files again. Is this true? Any more information would be appreciated because I know very little about disk partition.
