Need help with Boot Up failure and Bad sectors found on HDD

Hi, yesterday I had found my laptop frozen with sleep(blank) screen on(I was watching a movie). I decided to restart the laptop but it couldn't get past the Dell logo and the infinite circle loop. Last night, I was able to get a USB which I used to mount a Windows 8 installation image from the MS website. I have tried repairing the laptop with the USB but I haven't had any luck yet. Safe mode wasn't on the boot menu so I had to manually do it by using a bcdedit command code I just now found on the bleepingcomputer website. I'm in Safe mode but I'm unsure what to do next. I'm thinking that I might have to replace the windows boot files :??: Anyways, how do I go about fixing my bootup?

I use a Dell Inspiron laptop which I've had for a 1 year and 2 months now. My warranty had ran out in May. From what I have read online, I may have to pay to replace the HDD or just buy a new laptop.

Here is what I've done so far:
1) Diagonostics - HDD test failed. I didn't record error message
2) Startup repair - Repair failed. I didn't record error message. Has something to do with bootup(I think)
3) Scan disk - Discovered bad sectors in HDD(C:)
4) System restore - Ran into an error "system restore failed to extract the file (c:/windows/bootstrap.dat) ) from the restore point"
5) Chkdsk and Chkdsk /r - Unsure if it worked or not
6) bootrec.exe mbr and /fixboot - Unsure if it worked or not either
7) I just now successfully put the laptop into safe mode
 
Bad sectors in the hard drive indicate a hardware failure of the drive when we combine it with a inability to boot.

I would get the hard drive out of the notebook, mount it in an external enclosure, and try to get the data off. This may not be possible.

The notebook will need a new hard drive to get working again. This will require a Windows install, so look for your backup media.

Can't the laptop still work if I just replace the boot files? All my stuff on my HDD is still there.
