Case/CPU/Video Card Fans/LED's start up, no signal detected on monitor?

BRIEF SPECS:
CPU:FX-8320
MOBO:AsRock 970 Pro3 r2.0
VIDEO CARD:Sapphire 280x
PSU:Cooler Master v650

Ok, just got my pc up and running, or so I thought. I am a first time builder, like the title says, everything turns on, but I dont get a signal on the monitor using a single link DVI-D Cable. I have tried using a HDMI cable on my TV, no signal. The motherboard is second hand, do I need to clear the CMOS or something? Only reason I haven't done it yet is that I don't know the full implications of doing it.

Any help diagnosing this problem would be appreciated :)

Oh yeah, and my motherboard doesnt even support onboard video so I am definately plugging it into the video card :D

I had same solution when i had 3 mouses connected (dont ask why) Dunno how but once i plugged them off it started working fine, so check your backpanel USBs and again try to clear the CMOS battery (looks like coin)

When I press the power button, the fans and leds light up.

The power button doesnt work when I try to turn the pc off so I have to turn it off with the PSU's power switch, and the restart button doesnt work either, checked the front panel connecters and they appear to be in order

When I turn the pc on, it kind of makes two "beeps" but it sounds like vibrations more then a beep, I assume this is the fans calibrating or something like that?

Not sure what those beeps are. The beep I am talking about is when your Hard Drive boots up. Try disconnecting hard drive completely, turning on PC - there should either be no beep or those two beeps, then connect hard drive again and try turning on, if the result is same (two beeps) then this means it does not boot and might be few possible solutions to that.
1. Clear CMOS
2. Disconnect everything but keyboard and DVI cable then try again
3. Change CMOS battery (it's coin sized battery fitted inside your Motherboard)
4. Instead of changing battery u should try to wipe it off with alcohol.
5. Unplug all connections to Power Suply from motherboard, ground it and try again
6. Change motherboard

Fully disconnected SSHD, turned pc on, and the noises were exactly the same....

Also I just cleared CMOS....
