Upgraded graphics card but not a noticeable difference

I recently upgraded from a
Nvidia gtx 760 sc/w acx cooling 2gb to an
MSI gtx 970 gaming 4g
I have seen a 5 to 10 fps difference in my games and still getting frame drops. I am aware of the 3.5 gb limit and have not exceeded that amount.

My system specs are
I5 4670 3.4ghz
Seagate 1tb hard drive
16gb ram

I removed the old gpu and did a clean install.

Some examples of this is gta 5 i get sometimes 30 to 65 fps never stays above 60 for long at one point the game was getting 17 fps.

Gpu usage is 70 -90 percent.
 
Your CPU and RAM are great. What is your PSU mfg/model/wattage? Probably isn't related, but just being thorough.

In order to make sure that drivers are solid, I suggest: uninstalling drivers -> reboot -> install drivers only (not Geforce experience) -> reboot.

Then verify driver date/version: <windows key> + R -> devmgmt.msc -> <double click> display adapters -> <double click> GTX 970 -> drivers [tab] -> What is driver/date?

Check cpu core temps and utilization during gameplay. Download MSI afterburner or whatever utility you prefer. What are core temps and utilization percentage?
 
Report back your findings ASAP. If temps/utilization you report back are normal and driver uninstall/install doesn't change outcome, then I would recommend that you update your motherboard BIOS. If you need help tracking them down, post your motherboard mfg/model and I'll help you look online.

Done on MSI Afterburner
At the same graphics as the 760 i get 59-60 fps
my gpu temps are 57 - 61
cpu temps are 56- 58
cpu usage is 70 - 80 percent
gpu usage is 60 - 70 percent 3200mb

At max graphics(with advanced graphics all on) v sync off iget 50 - 60 fps
pu usage is 80 -90 percent 3330mb
temps are the same for cpu and gpu
cpu usage is past 90 percent

I have done a clean install twice and still no difference.

driver date is june 17 2015

My bios is up to date but thanks for offering.
 
Hmm.. I re-read this thread three time to try to determine what I'm missing. Your GPU temps and utilization are good. You CPU temps are good, although I'm somewhat surprised that your CPU utilization is above 90%. I honestly would have guess that it would be lower.

Question: When the CPU usage is above 90% what are the precise CPU core temps at that time? I just want to be absolutely sure that it isn't throttling, causing a degrade in your gaming performance. Sorry to ask you a question that sounds redundant.

* Two things occurred to me, as I have hands-on experience with the 970 and not the 760 SC: (1) Either that going from a 760 SC to a 970 is a lateral upgrade. I wouldn't think that this is the case because the 970 is listed three tiers higher on the Tom's Hardware graphics card hierarchy list. Or (2) the 760 SC either came with an incredible overclock, or you personally overclocked it further in the past, close the performance gap between the two cards. Can you increase the core and memory overclock on the 970 and see if that helps? I would leave the voltage alone.

At 90% it is at 61°c never past that.
Also sorry I forgot to mention what psu I have the thermaltake tr2 700w.
I never overclocked the 760 i had the same lag problems on that card too.
Actually in gta 5 self radio which plays music from my computer it cause alot of lag and bring the cpu usage to 100%.

So that phenomenon is the same result as throttling. The 100% cpu usage would definitely degrade your FPS. What are the FPS if you don't use the "self radio"?
 
I assume that your music is stored on your Seagate 1 TB hard drive. Perhaps there is a moderate latency due to HDD fragmentation. Proposed solutions:

(1) defrag hard drive with Defragger (http://filehippo.com/download_defraggler/), (2) move music to a RAM disk; you have 16 GB of RAM, or (3) move music to a SSD. Option #1 and #2 are free =>

FYI - This is the same company that makes Network Scanner, so I trust them. I even just downloaded it myself right now to make sure that it would be cool for you.

You install the software and it allocates part of your RAM as a storage device. Then you can place a temporary copy of some songs in the ram disk. * Do not erase the files from it's original location, as the RAM disk is temporary space *. Then after you copy say an album or several of them to the ram disk, then try your "self radio" while playing GTA 5, and see if the problem you describe persists or goes away.

for the lag altogether there is still stutter when driving with self radio off and I tried ram disk but still no difference. Let me see if I did this right the songs are originally in my music folder so I made a copy of them and put them in the separate disk and in gta 5 files.

Yes sadly it is playing from ramdisk and still no difference it couldnt just be that because in bioshock there will be random time when the game will just freeze or lag or in gta 5 when i move the mouse around in menus it will move and freeze quickly unless i alt tab out and in. I will probably just have to get it serviced. Thank you for your help.
 
One last thing to try: Trojan and Virus scans: Use these two programs: ADWCleaner and Combofix. Run them in that order. You can download them from BleepingComputer, who are the people that created the utilities. Your computer will definitely be rebooted by those programs, so save your work and your browser tabs.

Just to confirm, you're sure that your BIOS is up to date, right?
