Power sup or mobo? Second opinion please

Hi Ladies and Gents
I recently came back from a business trip to find my desktop PC not as I left it. Once I power her up, all fans spin for 1 second, no longer and the same for lights.
I tested the power supply by performing the paper clip test and the fan spins just fine. I removed all components of the PC except the motherboard and the power supply and the problem still persists.
I do believe it to be a motherboard issue but I would like to get a second opinion before I buy a replacement. Any thoughts? power supply or mobo

Try the above first. Then if there is no obvious damage to the motherboard (i.e. blown capacitors) then i'd go with a new PSU first. If you can borrow a PSU from somewhere try that then you'll know for certain.

Finding a solution is often a step-by-step approach. Resetting the CMOS returns your motherboard to default. I've had your issue on two occasions where resetting the CMOS/BIOS was the solution.
cin19's step 2) continues that approach, without ruling out certain hardware components its impossible to find a solution.

When you did the paperclip test on the power supply did you test all the rail voltages with a multi-meter? Were there any voltages out of tolerances?
