Will Asus AMD Radeon R9 270, 2GB work with 400w power supply?

depends on the quality of the psu. the 270 can typically use maximum 150w (rated for less) that's 12.5A off the +12v rails. and that current and power delivery needs to be continuous and reliable. if your psu can't deliver that, upgrade it before upgrading the gfx card.
