Installed a new Hard Drive and now Microsoft won't Boot

So my Seagate decided not to work anymore some time ago and I haven't used a computer for quite a while. So I decided to go ahead and buy a new copy of Microsoft 8 and a new WD HD from Best Buy. I installed the new HD making sure all the connections were put in right and proceeded to turn on the computer, everything seemed to be working great, my HD started right of the bat, the display came on normally and to make sure that it was being read I went in the BIOS snd saw that the HD was being recognized. Then I got a message in my screen that said, "Please restart and select proper boot device, or insert boot media into the selected device and press any key." I went ahead and put the new copy of Windows 8 but nothing happened, the CD-ROM starts to work but doesn't read anything. I did go to the BIOS and re-arranged the boot drive to my CD Drive but that doesn't help. Can anyone give me any suggestions to fix this? Any help will be much much appreciated, I've worked on computers before but have never come across something like this.

I'd say that you should try installing from a USB. Just burn the ISO into the USB drive. Use Windows 7 USB DVD tool. That might work but you'll need another computer for it. You can easily find the ISO to your edition of Windows 8 if you search. Hope that helps :D
