PC wont boot after installing graphics card

With the power off, just pulled out my old amd radeon 6950 and installed an nvidia 980 ti. Once I turn the computer on, it runs for about 6 seconds, shuts off, restarts, and repeats endlessly.Nothing shows up on screen. The card is seated firmly and so are the power plugs. Ive tried different pcie slots but get the same thing. When I put my old graphics card back in, the computer starts up just fine. I cannot install nvidia drivers ahead of time because the driver software cannot install unless the 980 ti is present. My power supply is 850 watts. Heres my components.

Hopefully this can help-

"...to break a 'boot-loop' (assuming it's not hardware induced - bad RAM, PSU, or 'thermal cycling'), try the following:
hold the front panel power switch depressed until it finally quits trying to restart;
switch off the power supply - or, if no switch, unplug it;
depress the front panel power switch for twenty seconds more;
jumper, or (carefully) short the RST_CMOS pins momentarily;
unplug all USB devices, except keyboard and rodent;
PSU switch back on;
power up - first thing, enter the BIOS and do the "Load Optimized";
<F10> to save and exit;
hopefully - good to go!"
