Steam can't connect to the Intenret even though I have a strong WiFi connection?

The other night I was trying to reinstall Age of Empires 2 HD Edition + The Forgotten Expansion on Steam but it wasn't working. It said that I did not have internet connection and could not reach content servers even though I have full WiFi and am getting pretty decent internet. I have installed games before and it was working just fine on my desktop PC. I could play my other games already installed but got Error 103 on the Steam Store and Workshop so I can't access those. As a last resort I uninstalled Steam and tried to reinstall Steam but it wouldn't let me because it says that I did not have Internet even though I do. So now I am stuck. How can I fix this? Do I need to back up my work and reset my laptop to factory settings? Is something messed up with my internet connection on my laptop? Firefox is working fine but Chrome keeps going on that it can't connect to proxy servers on some sites. I tried Amazon and it didn't work but Facebook worked and stuff. I am really confused. What is going on? Should I just reset the whole thing?

THANK YOU SO MUCH!!!!!! :) Your video saved me from resetting my laptop. I did as the video instructed and it seems to have worked. I also found out that Internet Explorer was using some dodgy trovi search engine so I changed that to google and unchecked the proxy thing. Real strange. Don't know how that happened but I am glad it is fixed. NOw I have to go through a million Steam updates. *sighs* :( Thank you very much for saving my laptop though. I really appreciate it!! :)
