Bad Mobo or something else?

So a had a t storm knock out power to my house yesterday. When I tried to reboot my pc the fans and their LEDs cam on but the pc would't post and there was no hard drive activity. After a moment it shut itself off. When i tried to power it back on it would not come on. I changed power outlets and the pc would once again turn on but still would not post. Also once on the power and reset buttons would not function. Today I put in a new PSU and the problem persists. The only change is now the power and reset buttons function again. I had originally asked in the cpu section when I thought it may be a cpu problem but I think this area is more appropriate.
 
Solution
Someone else had mentioned a similar issue the other day... If you have a similar socketed board, a friend has one, or you have access to go buy a cheap one, you can test out the ensure it's not the CPU that is fried. It does sound more like a board issue to me at this point though if you aren't able to get anywhere past a fan or two to pop on for a few seconds.
