slow Ethernet speeds on only one PC

Well i recently switched back to AT&T as my ISP and the speeds are pretty good, on most devices. Anything on WiFi is getting speeds around 15/1 Mb, while anything on Ethernet is maybe getting 1 MB down and the up speed is an abysmal .04. I hooked the Ethernet cable to my dads Mac and it got speeds better than WiFi, so its not the cable. If anyone has any idea as to why only my computer (windows 8) is getting such slow speeds please leave a possible fix

i believe they're up to date, however i was getting speeds similar to what i should be getting now with my old ISP, and this was less than a month ago.
