Picking parts for my friend in CA. His budget is 1000 CAD or under. He will be mainly using it for csgo/league / and maybe other games down the line that uses heavy gfx.

The 4460 isn't an overclockable processor so no need for the Hyper 212 EVO. Intel's stock fan will be more than enough. So that'll save you a few dollars for elsewhere in your build. (maybe towards hdmark's GTX 970 option!)
