R9 280 not getting fully loaded 100% on games

Hello everyone i've been playing Tomb Raider and other games and my GPU it's not running at 100% and i don't know why. Is it normal? Here's my specs:

CPU : I5 4430S 2.7Ghz
RAM : HyperX Fury 8GB
PSU : XFX 750w

No I don't have VSync enabled, when I play CS GO when my CPU Load is 75 the GPU load gets to 75% too, on Tomb Raider it drops really well to 34/40 sometimes others it runs 70/80, i don't know if my CPU is pushing back my GPU, Tomb Raider it's a nvidia game too.

Sometimes i get 80 others it drops to 40/50. When I play GTA 5 at High Settings the CPU goes 80 and GPU goes 90/95 sometimes it drops to 70/80 without drops that's normal too? The GPU/CPU doesn't need to go 99% all the time right? It's not faulty?

I saw the recommended specs for Tomb Raider:

Recommended: Quad core CPU (AMD Phenom II x2 565/Intel Core i5-750)

You Have: Intel(R) Core(TM) i5-4430S CPU @ 2.70GHz

My CPU its not the recommended and I'm trying to play it at High Settings, is it normal the usage dropping and not reaching 90 or 99 because of my CPU? Should I be worried if it's faulty or it's normal for my CPU?

Your CPU is much much much better than a phenom II x2, heck it's even better than the x6. You're cpu has more than enough horsepower, though I can't tell why you're getting bat framerates/GPU utilization

as the i5 750 is very very dated, there aren't many benchmarks comparing to other i5s and anandtech didn't have the 4430s, so i chose the 3470, which is just a little tiny bit better than the 4430s

But how you may ask?

As haswell has better per clock performance, a 2,7 GHz Haswell CPU will about match an 3.0 GHz Ivy Bridge CPU

And as you can see, the 3470 is crushing and slapping the i5 750s a$$
