new gaming rig with low fps in mmos

Recently I decided to build my first gaming rig. I had a friend who does it for a living help me so i didn't mess up any hardware in the process. My main issue with the computer is its getting low fps when running mmos such as wow, swtor on any setting. Although when i dont use online games such as skyrim, the witcher it runs smoothly on the highest settings.

hard wired with ethernet( never fails always have a good connection)

windows 8.1


What I've done thus far

- UPDATED THE DRIVERS

- UPDATED WINDOWS

-INCREASED PERFORMANCE OF WINDOWS FOR GAMING

-OVERCLOCKED GRAPHICS CARD

-MADE SURE GRPAHICS CARD WAS WORKING PROPERLY WITH MSI AFTERBURNER

-CHECKED CPU WITH INTEL BURN TESTER( WORKS GREAT)

so my question is there anything else i can do to make my performance better because im still only getting about 20-30 fps and the latency is a steady 30-40ms. On another note my internet when you first bring it up takes about 10 seconds to load. I was under the impression that it would be faster than that.

any help would be greatly appreciated.

At most my frame rates will go up by 10 outside of towns but on average they stay around 20-30 in all settings. I lowered some of the setting of. Medium and got it up to around 50 frame rates while out of town but that's on a very low setting.

i figured out the issue. apparently the msi mobo i have has a "slow switch" on it which caps the cpu at .8 ghz after changing that everything is running smoothly thank you for the quick responses though
