Mystery problem with RAM !

i have tried formatting again twice before, now i think i got better in explaining the issue the computer is telling me that im using 70%-100% of my ram but i see in the task manager after counting up the memory there´s only about 2gb of memory used total memory is 8gb

In that picture your pc uses 3gb out of 8. Where do you get the 70->100% from? In taskmanager look at that tab,look at the bottom,there's a link to something that says more about usage.It has the word "Monitor" in it.Maybe post a picture of that here.
