Trouble installing GTX 970

I am having trouble installing a new EVGA GTX 970 SSC in my build. I am replacing a EVGA 750ti. I have removed all the old 750 drivers (used Guru3D driver uninstaller) and even reset CMOS and cannot get system to recognize new card. I go into bios and give GPU control to PCIe and after reset system still does not recognize 970 (bios actually resets primary display to automatic after exiting bios?). Have tried card in each PCIe slot, still nothing. However after reinstalling old 750ti into system, everything works perfectly. Feel like I may be missing something small and obvious, but I think I have tried everything short of reinstalling Windows.

1) When I am trying to switch control of display to PCIe it never stays. After each reset it goes back to automatic. Is this to be expected?
2) When is the appropriate time to physically insert the card? I cannot boot into BIOS with 970 installed. I have been trying to install it after resetting control to PCIe and then reinstall but run into problem above.
3) I also uninstalled all my Geforce drivers and even programs. Was this a mistake? Should I reinstall Geforce Experience and preinstall the 970 drivers?
