My computer is stuck in an infinite boot loop

Last time I used my computer was 2 days ago due to being out of town, and has been shut down until today getting back. It worked fine the last time I used it, but now its stuck in an infinite loop of getting to the Intel boot screen, going to the boot menu, selecting either of the two hard drives I have installed, or even the disk drive with my Windows CD installed, then it acts like its gonna boot but then before I can even get to the "Windows is starting" screen or the "Press any key to boot CD" message it reboots and goes back into this cycle of doing that and won't boot to windows or the Windows CD. I've tried reseating my GPU, and the RAM, and repasted my CPU. I also tried setting BIOS to defaults and still to no avail. I've looked but I can't find my exact issue. I don't know what to do at this point can anyone help me out? I'd really appreciate it; I just bought GTA V and dying to play it.
