Windows 8.1 pop up ads

I just installed windows 8.1 on a PC that I built. Every few minutes an ad for some security software or a something that says it will install drivers pops up. Sometimes they say that I have 80 viruses but windows defender says I don't have any. I really need to know how to stop the ads.
Thanks.
Sometimes stuff even downloads by itself.

I would make sure you are using a genuine ISO for your install. Also, when downloading drivers, NEVER EVER install from a site that isn't your component manufacturer or the chip manufacturer. (EX, a biostar motherboard with an AMD socket, only download and use drivers from biostar and AMD). There are legitimate other places to get drivers, but it usually isn't worth the possible (sometimes probable) headache.

Honestly, if you haven't installed much on the system yet, I'd do a full wipe and reload. That sounds rather nasty.

You just got Windows yesterday and your system is already so loaded down with viruses that you need to reinstall WIndows?

Seriously??

I would go through this guide. It looks like that isn't exactly a virus, but it's an unwanted tag-along to other programs. Always do a custom installation and uncheck all the options not exactly what you want to install. http://malwaretips.com/blogs/remove-pro-pc-cleaner/
 
I would go through a pretty deep clean of the OS.

1. Go into Safe Mode with NO networking. Networking when trying to find popups/adware is terrible idea.
2. Download MalwareBytes and Avast AntiVirus onto a USB and transfer them to the PC with popups. Run the installers.
3. Go ahead and run both programs. Preferably twice each to make sure it didn't miss anything. Also make sure to have a full scan. Not a quick scan.


You could also do a reinstall of windows, but I presume you'd find it easier to run a program.
