Well, can you tell us exactly what you want to improve? Graphics, or HDD performance?
An SSD will make your computer boot faster and your programms start faster. In other words, the pc will respond quicker.
The graphics card is going to improve graphics performance.

Video is right, it all depends on what you generally use your PC for. If its for gaming and you don't have a super tight budget then i would go for a new Graphics Card. If you do things like video editing or small game developing and your looking for your workflow to be supercharged. Then i would go for an SSD.
I just brushed over these things, but of course from your end of the conversation the more details the better.

Depends on what you are hoping to improve, graphics performance vs boot times. If you go for the gpu, then you will be able to do more graphically intense things like gaming. However if you go with an ssd, then your os will feel more fast as loading times of programs and the os will be quicker. Also if you transfer files a lot this will make a huge difference as well.
