Can I recover files from a "faulty" hard drive?

I've been using my WD SE Elements 1TB for a year and a half. Worked fine till recently it stopped getting recognized by my PC, first though I got a CRC error message, I tried to solve it but couldn't then my PC stopped recognizing it. I tried different ports, cables and computers to no avail. At this point I'm (almost) hopeless and ready to buy a new one. Though it absolutely breaks my heart to think I could lose a (close to) 920GBs of files. Please tell me there's something I could do, PLEASE!

EDIT: I'm using windows 8.1

EDIT2: Also, please don't refer me to a recovery company cause 1) I'm on a tight budget and 2) I don't live in the US.

EDIT3: when I try to open the disk management (to try to change the letter assigned to the hard drive) while the "faulty" HDD is connected it keeps saying "connecting to virtual disk.." and when I disconnect the hard drive the disk management works. What's up with that?

Is there something you can do? No.

The disk management works when you unplug the bad drive because management is trying to get details from the bad drive when it can't because the drive can't provide the details/respond. When you unplug it, disk management no longer has the problem.
