Which is better for gaming, would there be a noticable difference between the two in games if they are both pared with a r9 390 ?

Similar performance generally, but I'd opt for the cheaper i5 4460 (no OC'ing) CPU over the 4690k, assuming OC'ing isn't needed. You can pair it with a decent Mobo around $60-$100 (depending on chipset B85/H97/Z97). This combo would be similar in price to the 8350 w/decent Mobo (at least 970 chipset).

Pretty close in price and performance should be fairly close in performance, but the Intel build will consume less power and still do a bit better in single threaded applications than the 8350. It is up to you on what you want to do, but the i5 4460 is a pretty good option to consider.
