PSU fan RPM going up and down?

Hi, I just finished my new build but the fan RPM of my PSU is constantly changing. It spins super fast for a moment, then becomes quieter, and repeats. This is happening while I was browsing the web and downloading a few drivers. Does anyone know what is causing this?

Another problem I've noticed is that Windows 8.1 would lock up occasionally, and it would go back to working a few moments later. Any help is greatly appreciated.

Without you listing your hardware, all I could possibly do is sit here and munch on some popcorn and stare at you until you do.
I was expecting to see a real cheap power supply. But that XFX is considered to be one of the best. However, no company can make 100% perfect products. I think I would contact the company you bought the power supply from, and see if they would be willing to exchange it for you. I have used a lot of power supplies over the years, and I cannot say I have ever had one where the fan surged and then slowed down repeatedly, especially when the system was idle.

Thanks for the reply. I've just noticed that the noise is not actually coming from the PSU, it's from the stock AMD CPU fan running at 4000+ RPM :( I have one last question, what is the best surface to put my PC on so that I don't starve my PSU? Is wood good enough?
 
If the CPU fan is running that fast, your CPU temp is probably wayyyyy up there. Download HWinfo and monitor your temps with it. If your CPU is over 45 degrees celsius at idle, and over 80c in games, the cooler is most likely not properly installed. It might be that the thermal paste was not applied properly or that the cooler is not screwed down firmly. I cannot see it. Which makes that difficult for me to know what exactly the problem really is.

Now to your question on what surface to place the PC on... I am not sure I understand what you mean by "Starve the PSU". Any solid non-conductive surface should be ok to place your computer on.

My CPU is sitting at ~30 C on idle, I guess it's the AMD stock fan that sucks. I should really get an aftermarket cooler. Thanks for the help anyway.

Do I need to remove the motherboard to install a new fan? Also, the stock fan seems to be "stuck" in the thermal paste that was pre-applied, is it safe to use a bit of force to pull it off?
