Awful screen tearing in dual monitor setup

Hello all, I have a 144hz monitor and another 60hz monitor hooked up on my pc. I'm having terrible tearing on the 60hz monitor, not in gaming just about anything I do like dragging a window or scrolling the tearing is pretty noticeable.
I'm aware of the Lenovo fix for this problem but if I set my 60hz monitor as main I won't be able to play game at full screen on the 144hz. Is there any updated fix for this problem, it wasnt always like this.

I suspect that Windows setup the resolution and refresh rate on the Acer to the wrong settings.

Right click on the desktop, and select Screen Resolution.
A window will open where both monitors are represented in a box. You can click on those images to select the monitor you want to work with, and you can also drag on to the other side of the other monitor, and Windows will respect the physical positioning of the monitors.

Select the Acer. Down in the lower right section, select Advanced Settings.
On the panel that comes up, click on the List All Modes button. If what is highlighted is anything other than the correct native resolution at 60Hz, find the right one, and then press OK, Apply, OK and OK. It should now be using your selected...

My apologies, I didn't think anything else was necessary, here is my setup
FX6300 4.5ghz
Gigabyte 970A UD3P
G skill 1866mhz 2x4GB
Gigabyte GTX 970 G1 4GB --> GeForce 353.54 driver
XFX TS 550W
ASUS VG248QE 144hz
Acer G6 Series G246HLAbd 60hz

Right click on the desktop again, and select Nvidia Control Panel.
On the left side, select Manage 3D settings
Then under the Global Settings tab, scroll down to Vertical Sync, and set that to Adaptive.
Click Apply.

That should stop the tearing on the Acer monitor. I wanted to find where V-Sync could be turned on for 2D, but the only place you can set V-Sync is in that one spot.
