Ping spikes every 5-10 seconds lasting 1 second

For months I have been experiencing very short, repetitive ping spikes in multiplayer games such as CS:GO despite having a 30mb download speed and a steady, low ping on any servers I join. Also noticed when using skype (other voices cut out for a second). I'm using pingplotter to monitor my ping as both speedtest.net and pingtest.net cannot detect the issue. While running it I still experienced spikes whether I had other programs open or closed. My ping spikes up anywhere between 250-500ms and causes multiplayer gameplay to be quite jarring. I plan on calling my ISP (RCN) to ask whether the problem is on their end or if I need to replace my router/modem, but I wanted to check if there are any simpler solutions. I'm connected to a wireless extender (Netgear WN2500RP, because my router is across the house) with an ethernet cable however, switching to a wireless connection directly to my router does not change performance. I have a new high-end laptop with windows 8.1, however I highly doubt any more specs would help because I had the same problem on my low-end windows 7 laptop and I am confident that the problem is network related rather than cpu/gpu related. I could be wrong, in which case I can provide further system specs. I've tried changing advanced settings in my adapter, as well as resetting the exteneder, router(Linksys E4200), and modem(Arris TM702G). All my drivers are up to date, as they were on my old laptop. Also, when using pingplotter if I ping the address shown when I type in ipconfig/all in cmd it reads a constant 1 ms. When i searched on the internet for my ip address google came up with a "public" ip. When pinging the "public" one it showed the lag spikes I have been experiencing. So, i changed my ipv4 settings in my ethernet adapter from automatic to the ipconfig/all address. However, there was still no change, actual ping was only shown for the "public" address. Really confused, any help is appreciated (I'm not very tech savvy so you might have to hold my hand through any solution).

You have a wireless interference issue. It is generally another wireless device causing it but it is not necessarily a pc it can be a cordless phone. baby monitor. securutiy camera and many more things including fancy light bulbs you can control with a computer. It does not even matter if you do not have these things your neighbors might.

All you can really do is try to change radio channels. Use try 1,6,11 on 2.4g. Also set it to only use 20mhz channels which reduces the amount of radio bandwidth it uses and maybe you get some to yourself. If you have dual band equipment you can try 5g channels also but 5g tends to have less coverage and it appear you have distance issues already if you have a extender.

First you must test on wired even if that means stringing a cable over the floor for a couple of hours. This is extremely common in wireless and the ISP will not even bother to talk to you until you eliminate it as a possible cause. If it is wireless related it tends to be hard to fix which is why wireless is never recommended for online games.

What you do is run your own ping plotter. Open lots of cmd windows and ping a number of locations in a trace. Really the only ones that count are the first 2. The first is your router which you should never see a issue with on wired and the second represents the connection between your house and the ISP. It can be wires in your house or your modem but generally issues in the second hop are in the ISP part of the connection. If you see issues here you need to check all your wires carefully before you call the ISP.....they will of course tell you to do the same thing.

Hops past the seconds are in the ISP network. They might be interesting to see but what can you really do if there is a issue in a ISP network that is not yours. Its not like you can call up verzon or level3 or whoever, they will want a customer or account number which of course you do not have.

I did traceroutes while my laptop was wired to the router and spikes did not occur in any rows. I did more traceroutes while wired to the wireless extender (which is how I'm always configured) and it showed ping spikes in the first row, second number. Then I did more traceroutes connected wirelessly to the router which was similar to wired but not quite as low ping in the first row. Thus, i thought it must be an issue with my wireless extender. However, when watching youtube or playing a multiplayer game while wirelessly connected to the router i experienced even worse ping spikes shown by pingplotter. Ping went down while doing nothing, whereas the wireless extender spiked constantly, regardless of internet usage(EDIT: I was wrong, it depends on internet usage most of the time. But, i have some days where i get close to no spikes while playing csgo and other times when i'm not even doing anything and pingplotter shows constant spikes. This is why i originally thought the problem was on ISP side. The samples of ping in my question occurred while doing nothing and connected to wireless extender.) Not sure what all this means...

If you are using your extender in wireless repeater mode the way the extender works is to retransmit a interfering signal back on the same radio frequency. This greatly reduces the maximum throughput and causes random delays similar to what you are seeing. You would have to turn the device off and see if your connection improves even if it is weaker to the main router.

Really there is not fix to many wireless issues other than to not use it. You could try powerline network devices that use your electrical wires to create a connection between you and the router. They are not quite as fast as wireless but they tend to have more stable ping times. Now they are still a form of radio just over wires so they are susceptible to interference. Things like vacuum cleaners kill them and some houses they just do not work in at all because of wiring.
