100% C: drive usage on bootup

I recently built a new computer and noticed today that my C: drive (Samsung 850 pro) is at 100% usage for about 30-45 seconds after I first boot/login. Is this normal?

Yes it is, because the OS is loading system files. This is why many people's PCs are slow for about a minute or two after booting.
