Assassins Creed IV Black Flag Lag After 100 Hours of Gametime

So I purchased Assassins Creed IV Black Flag during the Steam Summer Sale, put about a 100 hours into it, got all the DLC, and then it just broke. The next day I started it up to play it and I started getting 10 fps. Before I had been getting 60 fps and higher at max settings with no problem, now I was getting 10 and the lowest settings. I have looked into this and the only thing that helps, is to put it on the lowest resolution. I would appreciate if anyone knew what happened as I have spent tons of time trying to find the fix myself. Anyway, here are my PC Specs

GPU: GeForce GTX 750
CPU: Intel(R) Core (TM) i5-4460
Memory: 8.00 GB RAM
Driver Version: 353.30
Operating System: Windows 8.1

I tried reinstalling the game and rolling back my computer, Neither helped

UPDATE: Just tried verifying the game cache, Still lags.
