I want something that can run Skyrim or Fallout on high to ultra with hd mods at 60 fps. I also need something that could run ArmA 3 on high to ultra with 60fps. And last but not least it has to be able to run Fallout 4 at 60 frames between high and ultra. Thank you

If your going with locked CPU, then go with the Xeon. Theres no need to have a OC mobo if the CPU is locked. You'll be better off SLI 970s then buying an 980 because you save some money, and the 970s will be more powerful then the 980. Take a look here: http://www.techpowerup.com/reviews/NVIDIA/GeForce_GTX_970_SLI/1.html to see difference in performance with some triple A titled games.
