Need help desperately... PC recording software for Windows 8.1

I've been looking forever and my attempts have all been unsuccessful... I've tried and tried again, looking for a screen recorder that can record everything on my desktop, from chrome to the actual desktop to file explorer and beyond, not a program limited like fraps... Also, if I record off a monitor that is 1440x900, will I be able to downsize to 720p for youtube?

AMD has a good screen recording program built especially for your kind of card. I think it's called Radeon Pro. Also, your CPU has what is called quick sync. It is a video capture codec. So u should get OBS and then use quick sync with it. Just do a YouTube search for how to configure quick sync with OBS. (it's what I use) :)
