I'm so sorry to hear about your WD Blue's transfer speed issues!
I'd recommend you to try using a different SATA cable with the HDD and maybe even try plugging it in a different SATA port on the mobo and see if that will improve the speed.
Meanwhile, it won't hurt ot check up on the health of the WD Blue and its SMART data status using WD's Data LifeGuard Diagnostics. Here's a link to the utility: http://products.wdc.com/support/kb.ashx?id=TCYSEh
Just make sure you run both the QUICK and the EXTENDED test.
