Computer is not using all of the potential memory

Recently i have been struggling with performance lag when playing certain games like league of legends and Counter Strike. I have figured out the problem is the memory at last. When i open the task manager it says that 70-90% has already been used, but the applications that are open are not using any where near that number of ram. So when i play games and there are a sudden increase in action happening within the game, it "lag spikes".

Inter Core i7-4790 CPU @ 3.60Ghz
GTX 970
8gb RAM

My computer is pretty new as well, bought it for just 2 months ago

Solution
While the memory may be 'in use' often quite a bit of that is simply things that you were previously looking at (i.e. data being held from web pages or whatever) which the sytsem will simply write over or copy to the page file if it thinks it will need it again soon
