What's the most efficient and easiest way to transfer filer from HDD to HDD?

I have 200gb worth of files on my new HDD. Can I transfer the all the files and data from my old HDD to the new one without erasing the 200gb worth of files? My new HDD is a 3tb WD Caviar Green and my old one is a 2tb WD Caviar Black and after I copy all the files to the Caviar green and format the Caviar Black, I'm going to install the OS to the Caviar black. Is this doable?

or I could buy a 120gb SSD and install the OS there but I would still need to remove the OS from the 2 HDD( Yes, they both have an OS installed and no they are not dual boot) which I heard needs to have a clean format to completely remove the OS.

I tried that and couldn't transfer it because of an error like "You need permission to perform this action" or "Destination folder access denied". I updated my options. I still need to do option 1 but should I go and buy an SSD so that the file transfers and OS installations won't be redundant?
 
Very doable.
Having the os on a ssd will improve your everyday performance.
When you install, keep your old hard drives disconnected or windows will place a hidden 100mb recovery partition on one. That complicates reusing those drives later.
Your programs will need to be reinstalled on the ssd.
When you are done, you can just delete the windows folders on the hard drives to reclaim space.
Or, you can reformat the hard drive if you wish.

Can I just delete the windows folder normally like any folder?

I don't know but it did have a separate disk of 100mb and only 2tb was usable on my 3tb. Don't knwo what happened and it was my first time doing that.
