PC powers up, turns off, repeats. No video signal.

What happens is the computer will turn on like normal, blue light on the power button, fans spinning ect. There is no video signal received by the monitor, and after about a minute the computer turns off. And then it turns on again, and this will probably repeat, however I didn't want to risk leaving it like that to find out in case it is doing the computer harm. I also can't turn off the computer using the case power button, I have to use the switch on the back of the power supply.

This is my first custom built PC, and my first gaming PC in that respect. I have built it, and it worked, but the motherboard broke, and now after reassembling it with the new, but identical motherboard, when I power the computer on, there is no video signal. I have tried 2 different monitors, 2 different HDMI cables, I have tried plugging into the motherboard HDMI, and the GPU HDMI inputs, as well as taking out the GPU. I haven't yet tried using a different type of cable, but could try if it is at all necessary. This is my first time using a modular PSU, as I replaced my PSU from a corsair CX 600 fixed cable to a Seasonic 660w modular when I ordered my motherboard. (I don't have the old power supply anymore, I returned it for a refund.) I did take my PC into a shop when it wasn't working before, and it was them who said the motherboard was broken. The power supply is fine.

After reading similar threads on here, people said that it was cables not being plugged in properly which caused the problem for them. I am pretty sure all of mine are in. I also tried using the "Perform these steps" thing, so have tried using 1 stick of RAM, as well as taking out the wifi card and the graphics card. The computer actually powers on, but there is no video signal, so the thread isn't 100% relevant to me anyway. I have also checked the HDMI cable is plugged in properly.

Has anybody had the same problem as me? What did you do to resolve it?
If there are any experts on here, what would you suggest is the cause.

RAM: 16gb DDR3 Corsair Vengeance (1600mhz)

I have tried taking out all of the PCI components (graphics card + wifi card) and I have tried using just one stick of RAM. I don't have a case speaker or a motherboard light.
