Freeze at Bios Menu after installing new memory

After installing new memory, I am experiencing system freezes at the MB-Bios screen. I can go into BIOS, Boot Manager or continue pass this screen. I have to do a hard restart if I want to try again. DIMM passes the MB MemOk! feature, but fails on start up. I've tested each stick of RAM individually to insure its not a bad component. I am doing a complete swap, not mixing the 2 sets.

Motherboard: ASUS P7P55D-Deluxe (BIOS are current)
Current/Old RAMM (Working):2GB x3 Corsair CM3X2G133C9 (Ver.2.2)
New RAMM(Problem):4GB x4 Corsair CMX16GX3M4A1333C9 (Ver.7.21)

Both 1333MHz, 9-9-9-24 timing, 1.50v

Any help would be greatly appreciated.

I've tried several different combinations in the DIMM slots. Any time a 4GB stick is inserted in any of the slots, the system will get stuck on the Bios menu. But let me try a few more times, just to make sure.

I just tried using only one stick in the DIMM 1A slot. I can get into the Bios Menu from here now and it tells me that I have 4000+ Mb of memory installed, so the system is recognizing it.

When I continue to Windows, I get a BSOD on the OS startup screen. I've tried a couple of different times and got different errors.
BSOD Errors:
IRQL_NOT_ LESS_OR_EQUAL
PFN_LIST_CORRUPT
BAD_POOL_HEADER

I've also tried entering into safe mode, I get about halfway through the loading list and either get a never ending black screen or a BSOD, followed by an instant restart.

Finally, I have tried my MemOK! feature again. Says "MemOk! Succeeds in system booting!"

I tried this with a different stick of RAM as well with the same results.

I raise the DRAM Voltage and IMT Voltage (I'm pretty sure that IMT is another name for QPI/VVT) as suggested, but still ran into the same problem. A BSOD on the OS startup. :/
