The Witcher 3 Stuttering! Help

I've spent hours looking through settings and forums trying to find a fix for this.

As you can see, I have a substantial amount of stuttering in game.

I am running 2x GTX 760 4GB cards in SLI.

The refresh rate of my monitor is 60hz.

This even happens at the lowest settings.
I've tried turning off Adaptive Vsync, but that just gives me crazy amounts of tearing. Normal Vsync eliminates tearing, but worsens the stuttering.

I feel like I've tried everything. If someone knows how to fix this, I'd really appreciate any help on the matter.

I tried capping the frame rate at 30 as well, but I should not have to do that when I have the means to have a constant 60. Also, capping it at 30 didn't do anything to fix the stuttering.

What's your cpu? It might be cpu causing it. I had a bit of stuttering time to time, like once every 25 mins een when my fps counter says 40+ on my Pentium g3258 but it completely disappeared after upgrading cpu.

Yes, it does.

I also used to have it on Borderless Windowed, and it was fine, then I switched to Fullscreen, and it stuttered. I switched it back, and it still stuttered.

My CPU is an Intel Core i7-4770k, so I'm not in need of an upgrade. It is worth noting that it has not always done this.

I underestimated how dirty my CPU cooler was. I cleaned it out, and my temps went WAY DOWN. That fixed the problem. They were reaching around 90'C, now they stick around 30'C during intensive use.
