I'm not really sure what you mean by it being wasted ?
Would it not run up to its full potential because of the CPU ?
Also would it damage anything if I upgraded the PSU and installed the 960 ?

Exactly that - it won't run to its full potential because your CPU will hold it back.

At something like medium settings the 750ti & the 960 are going to perform roughly the same (your CPU will limit the fps range) even though the 960 is on paper near twice as powerful.
The 960 would let you up the graphics setting a tier or so (anti aliasing/shadows/anistrophic filtering etc) above the 750ti but won't push any more fps.

& no ,as long as you get a near half decent PSU in there you could run any card you like safely - its just a case of balancing the money to performance because of your old CPU.

@madmatt30 one more question if you can spare it, ive been looking for a quad core CPU , I have found out what kind of CPUS are compatible with my motherboard but honestly can't find one that I really like, could you help me out ? and if you can find it on Newegg that would awesome

You're going to have to buy second hand mate to get anything reasonably priced.
Your system is old & the mb specs are kind of sketchy on CPU compatibility.
The most I would probably look at is a core2quad 9550 - you won't gain a huge amount of single core speed (10-15%) but will gain another 2 cores.

Look for a good rated seller on eBay who states the chip is tested & working & you should be OK.

You're kind of at the stage with that old PC that any money you spend on it is going to be dead money really.

If you have any semblance of experience regarding building your own mate then I 100% urge you to do so.

That cyberpower is overpriced ,will likely contain a poor quality PSU & motherboard & a reference style gpu.

This is around $100 cheaper (even if you have to pay someone $50 or so to build it for you its worth it) & contains 109% quality parts.
