Port forwarding issue--rtn66u

Ive been trying to put the port 28015 into forward mode so i can host a rust server with in it to no avail for most of the day. my router is a rtn-66u. Ive disabled all the firewalls on the router, and my computer. I have done everything but it seems to not work. Here is a screen shot of my routers settings when i port forward. it says its working, but if i check it with an online port forwarding test it comes up as closed.

Also i have windows 8.1, and i set my static ip up, as you can see in my ipconfig ipv4 address.

don't know much about rust servers but you have 28015 UDP open and I have a feeling TCP may be the right protocol,or both.

You must use your public IP address to test port forwarding, not the private (internal) IP address.

I dont know what happened, but time seemed to solve the issue, its completely working now
