Well here is a list of issues concerning the external hard drive.

1. Doesn't show up on "My Computer"
2. When connected, the notification for "Safely Remove Hardware", shows with the name, "Elements IOA8" on it, when it used to say "Elements (E:)"
3. Checked the "Device Manager" and listed under "Disk Drives" as, "WD Elements IOA8 USB Device".
4. As soon as i open "Disk Management" I'm asked to initialize "Disk 1", which I believe is my ext. hard drive. Choosing either MBR or GPT, gives me a "The request could not be performed due to an I/O device error".
5. In "Disk Management" it's listed as "Disk 1" and under it it's labeled "Unknown" and "Not Initialized".
6. Checking the "Properties" of "Disk 1" (Ext. Hard Drive), comes up saying "This device is working properly", however in the "Volumes" tab. There are 0 bytes used with a capactiy of 0 bytes. Partitian Style : Not Applicable. Status: "Not Initialized" . Type: "Unknown"
7. Updating the drivers doesn't help as it appears to have the latest drivers installed for the devices.
8. Uninstalling driver and then restarting computer for re-installation doesn't fix the issue.
9. Using WD Diagnostics (WinDIg) I get a "ReadCapacity Failure".
10. Running a "write zeros" test in WD Diagnostics results in an immediate failure, with the error, "Delete Partitions Error".
11. Trying to run "EaseUS Partition Recovery" doesn't detect the external hard drive.
12. Also, S.M.A.R.T doesn't seem to be supported.

Despite all of this, the light still turns on, blinking and the disk does spin when it's immediately connected to the computer through USB, as Windows gives the "Device succesfully connected" sound and gives me the "Device Disconnected" sound, when I disconnect the external hard drive, as it should.

I don't know what to do and I feel as if I've done everything I could. If I could format it, that'd be fine, and if I can recover all of my files (over 600GB worth of data) then that would be absolutely perfect!.

Any suggestions?

I'm very sorry to hear about your WD Elements failing on you. :( You definitely did a good job with the troubleshooting, though! It seems like there is some sort of an internal issue with the HDD and I'm not sure you'd be able to access your data. However, I can suggest you to contact the nearest WD Data Recovery partner and use their professional help if those 600GB of data are very important. Here's the list: http://products.wdc.com/support/kb.ashx?id=1yTgOL
Either way, I guess the only thing left to do is to check the warranty for the WD Elements on our website here: http://products.wdc.com/support/kb.ashx?id=Ak7jev
If it's still covered, you should contact our customer support and send an...
