AMD FX9590 With CoolerMaster Nepton 240M Temp Issue

Hello everyone
Sinse last May i'm using an AMD fx9590. I also installed coolermasters nepton 240m.
During may and june with room temps at 25°C i idled on 38-40°C and on full load after 10mins of stress an AIDA64 temp was 49-51°C that was pretty satisfying for me.
But as july getting hotter and my room tems are about 35°C i have 48-50°C on idle and 68°C on full load.
Today i replaced the CPUs thermal paste but nothing changed...
During the process i tested a friends FX8350 on my system. 8350 idles on 41°C and only reached 51°C on full load.
Is a 10°C raise to the environment enough to cause such a huge difference in the cooling?
Do you think my nepton 240m is not enough to cool 9590 during summer?
I seriously thinking to downgrade to 8350.

ok i just did this, on idle my thermal margin is between 35-40°C and during stress test it's stabilizing at 3°C
what do you think? i'm i on the edge?

UPDATE: i just used the AMD Overdrive stability test and this time thermal margin stabilized at 13°C.
I guess each program stresses the cpu in a different way. i'm gonna use a couple of stress test to collect multiple results.
 
I would think you would like to see a bit more headroom ?? I think that looks cutting it close ? - I would look in to resetting the cooler - may not be quite right or needs a better paste job ?? I guess insure the pump of the cooler is working right as well and all the air is out of its lines and not have any trapped in the part that on the chip ?? I guess it best to have the top of the radiator higher then the chip .? [hose inlets at the bottom]

Alright i used 4 different stress tests, the thermal margin i got from those 4 are:
AIDA64 : 14°C
Prime95 : 16-12°C (3 different tests)
AMD Overdrive stability test: 13°C
Furmark CPU burner: 3°C

Only furmarks test seem to be a close call.
I resetted the cooler multiple times and also Applied paste using all possible ways.There is no change at all.
i'm not sure how to check for trapped air as the cooler is factory sealed, any action can possibly lead to a warranty void.
The radiator is at the top of my tower with the 2 fans blowing air outside of the case through the radiator.
As for hose inlets can olny be left or right
 
I just think its the nature of the 220w chips .. just do your normal everyday stuff and games and see where it stands with that .. you can see around guys with these chips post there concerns on this as well..

I think if its not throttling - causing motherboard beeps /shutdowns / bsods and all seems stable call it fine ?
