Can't boot to Blu Ray / DVD Drive

I have a Gigabyte GA-890GPA-UD3H motherboard V2.1 and I have a 1.5TB SATA drive connected at SATA-0 and a BLU Ray /DVD writer connected to SATA-3, I have set the boot order to Blu Ray drive first followed by H/D but I cannot get the system to boot to the Blu Ray drive which has my Win 7 installation DVD in it. The H/D is a new one so was trying to install Windows 7 as a clean installation.

The Blu Ray drive is recognised in Bios and also has power to it but just can't seem to get it to boot any ideas?

F8 didn't do anything used F12 to go to boot menu still wouldn't boot from Blu Ray drive, put disc in DVD RW drive and get NTLDR missing whenever it reads disc, even tried a Windows XP Service Pack Disk and still get a NTLDR missing error.
I thought NTLDR was a Windows NT or Win 7 file but anyway surely the installation disc should put it on the drive.
