Could my power supply be causing power flickers on entire circuit?

I have an HTPC down in my basement workshop, where it is plugged into a relatively expensive surge protector along with several other electronics (e.g., Synology NAS, router, modem, cable box), and has been for roughly 3 years.

Very recently I noticed that the power for the entire circuit to which it belongs would briefly flicker, causing the computer/NAS/etc to shut down. It does not trip the breaker, however. The power simply flickers, shutting off any device with a power button. This has happened 5-6 times in the past week.

Could this be caused by my PSU (which I know isn't the greatest)? Could the surge protector going bad somehow cause this? I am at a loss, but am desperate to fix this issue.

The surge protector is a Belkin home theater surge protector that I've had for 3-4 years. I don't know the model off-hand but it was roughly $60 and was supposed to be good.

Thanks a lot. That actually makes me feel better. Come to think of it, I heard a pop (transformer?) outside my house right before the last such flicker -- probably a utility company issue.

Easiest tool to see that issue is an incandescent bulb. It should never change intensity even when a major appliance power cycles.

Sometimes the problem is a wire connected to its receptacle using the back stab method. Proper wiring for electronics means each wire should wrap around screws on the side of every receptacle all the way back to the breaker box. The bulb can also be used to see a fault on only that circuit or also on other household circuits. Facts that result in better answers.

This you should know. Bulbs should never change intensity. Mostly, that intensity change is simply a loose wire - a trivial problem. In rare cases, that intensity change could be reporting a major human safety issue. The responsible recommendation never cures symptoms with a UPS or surge protector. Useful replies identify the defect and how to fix it.
