Is it possible to run an R9 380 on a Cooler Master V450 Gold Certified PSU?

Specifically the Sapphire Nitro R9 380 4G D5 GPU.

I'm asking this for a friend, whose PC specs are the following:
AMD Athlon II X4 860K
6GB DDR3 RAM
Cooler Master V450 (Gold Certified)
2 HDDs
4 devices connected via USB 2.0 (Mouse, keyboard, webcam, tablet)
1 Optical DVD drive

I can't seem to find any wattage calculators that include the R9 380 and I'm not sure if runs safely in real practice, so under load when gaming. If it isn't possible to run this GPU, would it be possible to run the GTX 960?

EDIT: For anyone who wants to know, my friend ended up going with a Sapphire R9 270x and it runs very well.
