Moving Steam Library AMD setup to Intel.

I'm going to make the switch from my AMD 860K, MSI A78M-E45 to an i5 of some sort and a compatible motherboard. On my current set up I have two drives; one for OS and all little bits (as its not my main computer) and the other is solely my Steam games, nothing else is saved to that disk.

I am just wondering if, when the OS is set up on the motherboard, I can just plug my Steam drive into the board and it will work? Would I have to delete drivers for games or anything like that?

ALSO

If I was to freshly install windows again, could I just use my old product key (I know they're funny with mobo swaps) or can I ring Microsoft and tell them whats happening and ask them to give me another?

I'm using Windows 8.1 Pro, downloaded straight from the Microsfot Website (I'm a student so I got the discount if that affects anything).
