Windows 7 oem or Windows 8.1

I am building another computer and need to buy an OS for it. I am happy with the Windows 7 Home Premium edition I have on my current computer (which I am giving to my wife) and would like to just buy a Windows 7 home premium for the new computer, but all that is available are the oem versions. I like buying the retail version so that if I ever upgrade my computer in the future (as I did with my current computer) I don't have issues with activation.

With that said, I realize that Windows 10 is just around the corner and am thinking I will probably upgrade at some point in the next year during the free period, but not right now (I’m probably going to try it out on my laptop first before committing to putting it on my desktop).

Now, I realize I could buy Windows 8.1 retail, but I have heard so many complaints about it and really don’t want to learn a new OS only to possibly change to Windows 10 within a year.

Also, if I have Windows 7 OEM and upgrade to Windows 10, will that also act like an OEM product (in other words, if I change my computer components, will Windows 10 lock out cause it thinks I’ve loaded it onto another computer?)?
So basically, I just wanted to know what people think. For someone who loves Windows 7 and would like to keep using it for the time being, should I…

1. Buy Windows 7 OEM for the new computer (realizing that if I choose to upgrade it at any time, I may have to buy another OEM) so that I can keep using Windows 7 (which I like) and possibly upgrade to Windows 10 later?

2. Buy Windows 8.1 retail with the thought of upgrading immediately to Windows 10 and hope that I like it, and if I don’t, then I guess I’m either stuck using Windows 8.1 (which I’ve heard sucks) or (if I’m really miserable) just buy a Windows 7 OEM at that point?

I dived in with Windows 8 and really like it. The free upgrade to 8.1 is even better. My PC boots straight into the desktop so I don't even see any of those metro tiles. It is basically Windows 7 with more features. There is lots of bad stigma around Windows 8 - it isn't that bad!

And then you can obviously upgrade to 10 which is released in a few days. If I were you I'd upgrade as soon as you build so you get used to Windows 10! Windows 10 will be a mix between 7 and 8, because Microsoft realised that people don't really like the new start screen so have put the metro tiles into the start menu in the bottom left. The menu still functions similar to Windows 7.
