Broken PSU? Optical Drive switches off PSU.

I am building a PC for my mums work. All is working fine apart from when I plug in the optical drive the PSU turns off. Ill put the spec below. Also when I plug in the optical without the 1TB drive in and turn on the pc the optical drive starts frying and melting the cable producing a dense white smoke.

What do you think is causing the problem? Is it a dodgy PSU? I have tried two different optical drives and have confirmed both work on a different PC.

Spec:

MOB: ASRock B85M Pro 4

HDD 1 (Boot drive): Seagate barracuda 80GB 7200RPM

HDD 2 (Storage): WD Caviar Blue 1TB 7200RPM

PSU: Corsair CX 430M

CPU: Intel i5 4690K quad core

Optical Drive: (from old pc) Samsung SH-222

No external Graphics Card.

Need to have the PC up and running by Wednesday so any help would be greatly appreciated. Thanks.

CX is pure crap. I would take it out back and dig a hole for it or take it farther away.
Get a tier 1 or 2 unit. Like an EVGA GS 550w in the USA or on the cheap EVGA B2 750W.
