So I saved up to around $700 and I need a custom PC that can do 1080p gaming and video editing. Please give me some suggestions.

Solution
a possible alternate PSU is the Rosewill ARC 450W unit ($39.99). the Rosewill ARC series is a top-notch power supply. As for the earlier complaints about Corsair CX series, I'm not sure why they are being ranked as tier 4. The CX series got good ratings at JohnnyGuru, and I've used a 430 and 500W in my most recent build (swapped up to the 500W when I got more powerful GPU).

here's a tweak of the build you posted:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD FX-8320 3.5GHz 8-Core Processor ($174.99 @ Canada Computers)
Motherboard: ASRock 970M PRO3 Micro ATX AM3+/AM3 Motherboard ($74.50 @ Vuugo)
Memory: G.Skill Ripjaws X Series 8GB (2 x 4GB) DDR3-1600 Memory...
It will perform about 30% faster in renders than a FX chip. And it will perform 15-20% better in games.

If you cannot afford change the Xeon with a 1231v3.

A Corsair builder? Tier 4 unit.

Tier Four
No Japanese capacitors found. Only Taiwanese capacitors and may even include Chinese capacitors. Very basic safety circuits or even thin gauge wiring used. Not for gaming rigs or overclocking systems of any kind. Avoid unless your budget dictates your choice.

Still i think, Intel will be the performer in both video editing & 1080p gaming (Mid-high) for decent fps.

Is a 430W power supply enough for video editing and gaming? Also, a good video card is needed because I love to game on max settings.

I'm going for a FX-8320 since it's balanced between video editing and gaming. I will post my own picks and then you guys can check if it's good or not

Edit: Agh let me get this fixed

I think it will be enough to handle that system but 3 yrs not more as he was short in budget. So, it's a good value to use & i think that setup will hardly consume less than 300 wattage & other 500w psu costs higher in Canada. If he thinks to upgrade his setup later, first upgrade will be the power supply .

I added a 970 Mobo, a better GPU (R9 370), an Antec power supply, and a 128 GB SSD without cracking $700

I think this is good enough for me. But about the graphics card, will it last long? I barely see any reviews of it or anything.
